London ULEZ expansion will see drivers deal with ‘significant change’

In August, London’s emissions-based charging zone, the Ultra Low Emission Zone, will expand once again to cover most of Greater London.
It will see thousands of drivers affected as their older, more polluting vehicles will be forced to pay the £12.50 daily fee.
Drivers can escape the charge if they own an electric vehicle, a classic car over 40 years old or have a recently-registered internal combustion engine vehicle.
For petrol motorists, their car would need to be registered after 2005 to meet Euro 4 emissions standards.
Diesel drivers will need their vehicles to be even more modern, with Euro 6 being the benchmark, meaning the vehicle would need to have been registered after September 2015.
The ULEZ expansion will cause a great deal of concern for many businesses in the capital, especially those who operate larger fleets.
In some cases, companies will need to replace or retrofit tens, or even hundreds, of vehicles to be compliant with the ULEZ.
Data has shown that savvy fleet managers are already considering electric and hybrid vehicles, with the expensive cost of fuel causing 86 percent to consider switching.
Raphael Moszynski, Founder & CEO of Blitz Motors, commented on the measures to tackle air pollution in London could be seen as a “double-edged sword”.
He said: “For London’s fleet managers, this is a major change that will have to be dealt with swiftly and effectively.

“The newly expanded zone covers a much larger area, so more delivery destinations will be affected, and these additional cost burdens can quickly stack up for the unprepared.
“This means that fleet managers will have to find ways to consistently keep their vehicles compliant with the new regulations and monitor their drivers’ routes with pinpoint accuracy.”
He added that fleets can retrofit their older diesel vehicles with a diesel particulate filter (DPF) system, which will help them meet ULEZ standards.
However, this is not a long-term fix and will require frequent replacement and maintenance. In the long run, switching fleets to electric vehicles may be the most cost-effective method.

Fleets and businesses in the capital can apply to the Transport for London scrappage scheme, which could see them receive almost £10,000.
By simply scrapping a van, they could receive £5,000, while those who scrap a minibus and replace it with an electric minibus could receive £9,500.
Mr Moszynski added: “The ULEZ expansion is a significant change for London’s fleet managers, but there are ways to mitigate the impact.
“By checking which vehicles are affected, and upgrading and replacing them with electric ones, fleet managers can keep their business ahead of the changes.”
