They said fines were needed to endure parking spaces were “available to accommodate visitors”. However, they warned no one in particular had been targeted with fines issued to vehicles and not individuals.

Bury Council added: “Enforcement is necessary to ensure that as many parking spaces as possible are available to accommodate visitors attending vaccination appointments.

“We do not target anyone – fines are allocated to vehicles, not individuals.

“We work closely with personnel at the vaccination centre to minimise parking issues and ensure that volunteers remind visitors that they must park within a bay.

“We have also introduced coned areas to stop vehicles parking in unauthorised areas.

“If anyone feels they have wrongly been issued with a parking fine, we would advise them to lodge an appeal.”

The new comments come after an elderly man was hit with a parking ticket at a vaccination centre as he was visiting for his coronavirus booster.

The incident involving the 89-year-old driver was picked up by Jackie Griffiths, a 61-year-old volunteer.

She said enforcement teams had started targeting vehicles in October and confirmed most of the issues were caused by the overflow bays.

They have been spotted in the same car park as recently as November 5.

She said: “Once all the car park bays are taken, there’s an area where people park within the confines of the car park.

“I don’t see a problem with that, but it’s not marked bays. That is where people are getting tickets.

“An 89-year-old man got ticketed in this way.
