The Government agency has told people to prepare for a long wait, generally around six to 10 weeks. Many on social media have contacted the DVLA on social media asking for an update on their driving licence applications.
The DVLA’s website says paper applications for provisional licences are being processed as of September 2, almost eight weeks ago.
Further delays can be seen for paper applications for driving licences with a non-UK identity as well as renewing a vocational licence.
For those renewing a driving licence with a new photo through a paper application as well as those applying to change their name or address are set to experience the longest delays.
The DVLA says they are processing these applications as of August 16.
It does claim that there are currently no delays with online services and they advise drivers to use this service when reapplying.
This comes at a time when the agency is urging drivers to renew their licences before the end of the year if their expiration date ran out last year.
Because of coronavirus restrictions, all licences which were due to expire between February 2020 and December 2020 were given an automatic extension.
Drivers are advised to renew by November 2021 to ensure they get their licence on time.

Motorists have taken to social media to complain about the delays they have experienced.
A Twitter commenter, using the handle gauravksahu, said: “Hello, I have applied online on 16/07/2021 and DVLA application processing status says the application has been processed but still I did not get my ID document back.
“I need emergency travel mid Nov, DVLA contact number doesn’t work. Please help.” (sic)
Another driver, Narly Joy, complained: “@DVLAgovuk I applied to renew my licence via the online portal Sept 1 and it still shows that it is ‘in progress’.
